What does it cost? HEA Fees & Levies

Fees to the HEA are derived from two sources:

  1. Each Recognised Product Group
  2. The licensed exporters

1.  Product Group Levies: 

NEW - from 1 October 2017

Levy payable to HEA based solely on percentage of 2-year average Fob earnings.

Annual Forex of Product Group

  1. Category I    Up to $20 million in export earnings levied at 0.12%
  2. Category II   Between $20 and $40 million in export earnings levied at 0.09%
  3. Category III  Over $40 million in export earnings levied at 0.06%

Worked example: 

A Product Group sector Fob earnings in the most recent 2-year period = 45 million and $52 million respectively. Two-year average = $48.5 million.

2. Export Licensing Fees (paid by the individual exporter):  (To be updated shortly with new fees from 1 October 2017.)

HEA fees are set by regulation (current regulation passed in 2002) and set the fees as follows:

  • Licence annual fee (monitoring and compliance) up to $1500
  • Application fee for new licence up to $2,500
  • Application for additional licence $500
  • Application fee for exemption from export licensing up to $250
  • Application fee for exemption from Export Marketing Strategy up to $250
